NO. I never thought that Dowd was mentally incapacitated. I always thought she just suffered the outward projected meanness of the habitually self repressed who hate to take a chance that life might hold more than being a hateful bitch. Never having to worry that rejection was undeserved seems to placate her and others like her. Though, I don't claim to understand the comfort in deserved rejection, either. Maureen must be more nuanced than I am.
